Rakuten's terms list posting your link on a page you do not own and control as disqualifying conduct, naming forums and Facebook.
What the clause says
Rakuten publishes a list of conduct that disqualifies both the referrer and the person referred. One item covers posting your referral link on any page that is not owned and controlled by you, and it names merchant pages, Facebook, and forum pages as examples. The list is stated to be non-exhaustive.
The distinction worth getting right
This is not a blanket ban on sharing publicly. A link on a page you own and control is fine, which is a narrower rule than the friends-and-family wording other issuers use. What is barred is putting it somewhere you do not control, which is exactly what a third-party referral exchange is. There is a carve-out for sponsored influencers, but it sits in the bulk-email clause rather than the posting clause, so it does not license posting links on pages you do not own.
Why this page exists
The penalty for getting it wrong lands on the person who shared the link. Dealaka publishes what a Rakuten referral pays and hosts no Rakuten referral links.
